This isn't quite true, only arcane and steady shot are affected by RAP, aimed and multi are affected by both RAP and weapon DPS since they simply add to white damage shots.
White : Damage = (RAP/14 + weapon DPS + ammo DPS) weapon speed
Arcane: Damage = (RAP0.15 + 273)
Steady: Damage = (RAP0.30 + 100)
Aimed : Damage = white + 870
Multi : Damage = white + 205
So you need both RAP and DPS on your weapons.
